The Planning and Community Development Department performs a variety of services intended to protect, maintain, and develop an attractive, safe, and healthy environment for the citizens of Winchester and Clark County.


The Planning and Community Development department oversees and enforces the 2018 WCC Comprehensive Plan, WCC Zoning Ordinance, WCC Subdivision Regulations, and Floodplain Management Ordinance. The department is also responsible for providing direction and leadership in implementing the goals, objectives, and policies of the city as adopted by the City Commission.

View the Comprehensive Plan (PDF). The Planning and Community Development Department also provides technical assistance and staff support to the WCC Planning Commission, WCC Board of Zoning Adjustments, Historic Preservation Commission, Administrative Hearing Board, and Winchester Tree Board.


During the September Planning Commission meeting the Commission motioned to adopt the Comprehensive Plan and forward the goals and objectives to the Governing Bodies (both City Commission and Fiscal Court) for adoption. I will be forwarding the goals and objectives to the Governing Bodies to be on their next City Commission (November 14) and Fiscal Court meetings.
