The Planning and Community Development Department performs a variety of services intended to protect, maintain, and develop an attractive, safe, and healthy environment for the citizens of Winchester and Clark County.


The Planning and Community Development department oversees and enforces the 2018 WCC Comprehensive Plan, WCC Zoning Ordinance, WCC Subdivision Regulations, and Floodplain Management Ordinance. The department is also responsible for providing direction and leadership in implementing the goals, objectives, and policies of the city as adopted by the City Commission.

View the Comprehensive Plan (PDF). The Planning and Community Development Department also provides technical assistance and staff support to the WCC Planning Commission, WCC Board of Zoning Adjustments, Historic Preservation Commission, Administrative Hearing Board, and Winchester Tree Board.


At the April 5, 2022 City Commission meeting, the Winchester Board of Commissioners voted to begin the process to update the Comprehensive Plan. There is a Q&A Zoom meeting that all interested firms are required to attend, it is scheduled for Thursday, April 21 at 10:00 AM. The zoom link is
