City Manager

City of Winchester has operated under the city manager form of government since January 1, 1970. This system combines the strength of an elected mayor and City Commission with a professional manager and staff.


The City Manager’s Office includes the:

  • City Manager
  • Administrative Assistant/Deputy City Clerk
  • City Clerk
  • City Treasurer
  • Director of Planning and Community Development
  • Engineering Tech
  • Main Street Winchester Director

The Human Resource Office also is part of the City Manager’s Office and includes the Human Resource/Risk Manager, Purchasing Officer, and Administrative Assistant.
